CEREMONY TO CELEBRATE THE NAMEPLATE MARKING THE 2ND CONGRESS OF PETROVIETNAM’S PARTY COMMITTEE 1 MILLION MAN-HOURS WITHOUT LTI, AND THE LOAD-OUT AND SAIL-AWAY OF TGT-H5-WHP TOPSIDE

On the afternoon of July 10, 2015 at the fabrication yard of PTSC M&C in Vungtau City, a  ceremony was organised to celebrate the nameplating for the 40th anniversary of PetroVietnam’s foundation, One Million Manhours of Project without Lost Time Incident and the Load-out and Sail-away of the Te Giac Trang H5 Wellhead Platform Topside invested by Hoang Long JOC and constructed  by PTSC M&C.

The fabrication project of the TGT H5 WHP Topside forms part of the Block 16.1 Development Plan of HLJOC offshore Vietnam. The EPCI contract, (including design, procurement, construction, transportation, installation, offshore hook-up  and commissioning) for the TGT H5 production and the intra-field pipeline system, was awarded to PTSC M&C in 2014.

The project consists of two phases. The first phase, with PVC MS as the subcontractor, was the fabrication of the Jacket and Drill Deck for the TGT H5 Production Platform weighing more than 1,300 tons and this was successfully installed offshore on 1st September, 2014. The second phase covered the EPCI for the Topsides of the TGT H5 Platform weighing more than 2,000 tons and a Pipeline System of more than 23km.

The TGT H5 Topsides first cut of steel was in August 2014 and  the hook-up and commissioning was planned to be completed in August 2015. Assisted by excellent teamwork and a determination to accomplish the project to the highest safety and quality standards, on schedule and most efficiently, a milestone of 1 million man-hours without LTI has been achieved.  The Management, and all employees of HLJOC and PTSC M&C, together with their subcontractors, have concentrated all their resources to secure the remarkable achievement of the fabrication, pre-commissioning and load-out of the TGT H5 Topsides within a 10 month period on the 4th July. Consequently, everything is now ready for the offshore installation to secure the target of first production from the TGT H5-WHP in August 2015, two months earlier than the deadline approved by the Government, which increases the production output from the TGT field by more than 11,000 barrels per day. This achievement not only safeguards the production plan of PVN, PVEP and the Petroleum Contract’s Partners of Block 16.1 (SOCO, OPECO and PTTEP), but also makes a contribution to the national energy security, territorial integrity and offshore economic activity security.

As a result of the achievements during its development and the economic significance of the TGT H5 Project, it was rewarded by the nameplating ceremony to mark the 40th anniversary of PVN’s foundation and, in particular,  PVN’s Party Committee recognition of  HLJOC in general, and its performance in delivery of the H5 Project in particular.
