Load-out and Sail-away Ceremony of Te Giac Trang Field WHP H4 Topsides

On 16 May 2012, at PVC-MS Port in Vung Tau, Hoang Long Joint Operating Company (HLJOC) celebrated the Load-out and Sail-Away Ceremony of for the Topsides of the Well Head Platform (WHP) H4 of the Te Giac Trang Field (TGT).

The Ceremony welcomed the presence of Dr. Phung Dinh Thuc – Chaiman of PetroVietnam (PVN), Dr. Do Van Khanh – President of PetroVietnam Exploration Production (PVEP), Mr. Jirapong Dharaphop – Vice President of PTTEP.VN, Mr. Nguyen Hoang Hai – Vice-Chairman of SOCO Vietnam; the HLJOC Management, employees directly involved in the project, and the contractors of HLJOC and PVC-MS, together with Leaders of petroleum companies, of Baria–Vung Tau Province and media representatives.

 

The TGT Field Development Plan consists of a Floading, Production, Storage and Offloading unit (FPSO) and two WHP’s (H1 and H4), and the subsea intra-field pipeline system of 34km for gas, gaslift, and pressured water. On 22 August 2011, TGT-WHP-H1 came on line and produced the first oil and gas 18 days ahead of schedule, with the average rate of production rate of 36,000 barrel/day.

As part of the second phase of the TGT Field Development Plan, in April 2011, HLJOC signed an epCI Contract (Engineering, Procurement, Construction and Installation) with Petroleum Equipment Assembly and Metal Structure Joint Stock Company (PVC-MS) for the Topsides of WHP-H4, weighting approximately 2,000 tons with the value of 44 Million US Dollars.

 

Dr. Ngo Huu Hai, representing the Management of HLJOC, respectfully acknowledged the exertion of PVC-MS in executing the onshore works 20 days ahead of the contracted schedule, assuring the quality and absolute safety level with more than one Million manhours without Lost Time Incidents, setting the WHP-H4  Topsides ready for the sail-away to the TGT Field. Dr. Ngo Huu Hai declared that HLJOC is trying to put WHP-H4 into early production prior to August 2012, to augment the production to estimateded at 15,000 Barrels/Day and boost the total production output of the TGT Field to 55,000 barrels/day.

 

 

At the Ceremony, Dr. Phung Dinh Thuc – Chairman of PVN complemented the achievements of HLJOC. The early production of H4 WHP by HLJOC will contribute to the revenue increase in the National budget, for PVN, and Partners with the favourable Crude price at the current time. This achievement makes HLJOC one of the three biggest oil producers in Vietnam. Dr. Phung Dinh Thuc highly valued PVC-MS in their good cost control, construction safety ensurement and the completion ahead of schedule. Through the epCI contract for WHP-H4 Topsides, PVC-MS proved its maturity in transforming from a subcontractor to a main contractor of key projects. 

The representatives of related parties cut the opening ribbon for the Sail-Away of the WHP-H4 Topsides to the TGT Field. A day before (15 May 2012), the Load-out of WHP -H4 Topsides was successfully accomplished. 

 

HLJOC, PVC-MS and the subcontractors are effectively executing the offshore work including transport, installation, hook-up, and commissioning to target the first oil from WHP-H4 in July 2012, one month earlier  than the plan by the Block 16-1 Petroleum Contract Management Committee and 11.5 months earlier than the Early Development Plan, approved by the Ministry of Industry and Trade.
