The Te Giac Trang Field H4 Wellhead Platform First Oil Ceremony

On 17th August 2012, at Sheraton Saigon Hotel, Hoang Long Joint Operating Company (HLJOC) organised the Te Giac Trang (TGT) Field H4 Wellhead Platform First Oil Ceremony. The first flow of hydrocarbons from H4 Wellhead Platform actually came onstream at 9:30 AM on 6th July 2012.

The Ceremony was honoured to receive the presence of the following dignatories: Mr. Le Duong Quang – Deputy Minister of Industry and Trade, Member of State’s Steering Committee of Oil and Gas Projects; Mr. Nguyen Van Cong – Deputy Minister of Roads and Transportation, Mr. Nguyen Tan Minh – Member of the Central Committee of the Communist Party, Secretary of Baria-Vungtau Provincial Communist Party Committee, Mr. Le Manh Ha – Vice Chairman of the People Committee of Hochiminh City, Dr. of Science Phung Dinh Thuc – Chairman of the Board of Directors of PetroVietnam, Dr. Do Van Hau – President and CEO of PetroVietnam; the Block 16-1 Petroleum Contract Partners: PVEP (Vietnam), SOCO (United Kingdom), PTTEP (Thailand), OPECO (USA); commercial and technical contractors, representatives from Embassies and Foreign affairs agencies, and the public mass media.

A lively sand art performance, the documentary film “Big, Bigger, Biggest” and speeches of the representatives from the JOC gave the attendants a general picture of the 12 year effort of Hoang Long JOC since 1999 until now, noting that on two consecutive occasions hydrocarbons have been brought onstream ahead of schedule. The first time was with the TGT Field H1 Wellhead Platform - 18 days ahead of schedule. This time it was with the H4 Wellhead Platform’s coming onstream 7 days ahead of the Accelerated Plan (12 July 2012), 37 days ahead of the 2012 Plan of the Block 16-1 Petroleum Contract Management Committee (12 August 2012) and 11.5 months ahead of the Early Development Plan of the Ministry of Industry and Trade of Vietnam.

 To the joy of the employees and witnessed by the senior Leaders of the Communist Party, the Government and PetroVietnam; HLJOC and representatives of the Partners presided over the valve opening protocol to bring the H4 hydrocarbons onstream – an etiquette representing the successful cooperation and fortunes of the project.

The achievement of bringing H4 Platform onstream was a tremendous effort, being ahead of schedule, of high quality and cost-effective together with the highest level of safety with no lost time incidents. In addition the total production output of the TGT Field is as per the original approved design. This achievement was recognised by the Government, the Ministry of Industry and Trade and PetroVietnam with specific awards.

At the ceremony, HLJOC delivered two packages with the total overall amount of US$ 200,000 to the community development projects in Vietnam which are two kindergarten construction projects in Lien Chau Commune (Vinh Phuc Province) and Thuong Hoa Commune (Ninh Binh Province). In addition, special recognition was awarded to the outstanding technical contractors who contributed to the success of the H4 project.

In his speech at the Ceremony, Dr. Ngo Huu Hai – General Manager of HLJOC informed that works are being undertaken promptly for the exploration appraisal and commercial production of the H5 area of the TGT Field in order to increase the production output in the coming years. In addition plans to complete the tie-in with Hai Su Den and Hai Su Trang Fields of Thang Long JOC are progressing well.
